A quick guide to Emiratisation & UAE compliance for 2025

The UAE’s Emiratisation initiative will continue to be a fundamental pillar of the country’s economic vision in 2025. What is Emiratisation?

Emiratisation represents the UAE government’s strategic initiative to enhance UAE citizens’ participation across 14 key economic sectors (including ICT, Financial Services, Real Estate, Education, Manufacturing and Hospitality). One of the main goals of the initiative is to develop a more inclusive, sustainable economy while empowering Emiratis with broader career opportunities and enhanced skillsets. The initiative has evolved significantly since its inception, becoming increasingly important in shaping the UAE’s economic landscape.

Emiratisation requirements for 2025

Current targets

  • Large companies (50+ employees): Must employ a higher percentage of Emiratis in the workplace – an increase of 2% compared to 2024
  • Mid-sized companies (20-49 employees): Required to employ at least two Emirati citizens in 2025 (compared to just one in 2024)

The trajectory continues toward more ambitious targets for 2026 and beyond, which will be updated accordingly by the Ministry of Human Resources and Emiratisation (MOHRE).

What are the penalties for non-compliance?

MOHRE has implemented revised penalties for non-compliance as of 2025:

  • AED 108,000 fine for mid-sized companies (20-49 employees) who do not meet the two-Emirati requirement
  • Increased penalties for large companies failing to meet percentage targets
  • Up to AED 500,000 for serious violations
  • AED 120,000 per worker penalty projected for 2026

Following the discovery of over 3,000 fake Emiratisation cases, MOHRE has strengthened its enforcement through:

  • Advanced digital verification systems
  • Regular compliance audits
  • Increased penalties for violations
  • Direct coordination with Public Prosecution for serious cases
